Unmasking the Issue
Abuse, neglect, and exploitation are three common words you’ll hear in regard to this issue, but what do they actually mean? By understanding them in detail, we can better equip ourselves to identify, address, and ultimately reduce their occurrence in Arizona.
Abuse
Abuse refers to any act or failure to act that causes or is likely to cause physical or emotional harm, injury, or death to an individual.
Physical Abuse
This refers to any intentional harm or injury inflicted on a vulnerable adult, such as hitting, slapping, pushing, or restraining them.
Emotional Abuse
This refers to a pattern of ridiculing or demeaning, making derogatory remarks, verbally harassing, or threatening a vulnerable adult.
Sexual Abuse
This includes any unwanted sexual contact or activity with a vulnerable adult, including rape, molestation, or inappropriate touching.
Neglect
Neglect refers to the deprivation of the care and support necessary to maintain a vulnerable adult’s physical and mental health.
Physical Neglect
This refers to the failure of a caregiver to provide basic needs or necessities for a vulnerable adult, such as food, water, shelter, medical care, or hygiene.
Self-Neglect
This refers to a vulnerable adult's inability to care for themselves due to physical or mental impairment, resulting in harm or risk of harm to their health or safety.
Exploitation
Exploitation refers to any illegal or improper use of an individual’s resources for personal gain, profit, or advantage.
Financial Exploitation or Exploitation of Resources
This refers to the stealing of a vulnerable adult’s money or property.

Abuse, neglect, or exploitation can occur anywhere, from our homes to our schools, workplaces, and healthcare facilities. The impact of these behaviors goes beyond physical and mental well-being, affecting the individual's ability to build healthy relationships and live fulfilling lives.
